CSA Committees play a vital role in the work of the Association.


Help Affect positive action by participating in CSA's committees:

 

Public Policy Council (PPC)


Oversees and directs all of CSA’s legislative and regulatory policy. The PPC is a core committee of CSA, meeting quarterly to set policy, establish priorities, and direct the Association’s advocacy activities. (Typical Member: Senior-level executive)

Labor Relations Committee


CSA's primary focus is to work on the Service Contract Act, which includes the SCA Directory of Occupations, Wage Determination, and Health and Welfare Fringe Rates. The Committee also monitors the Davis-Bacon Act, the Fair Labor Standards Act, and the Family Medical Leave Act. (Typical member: Human Resources professional)

Political Action Committee

 

Develops and maintains a political education program that reaches out to elected and appointed political leaders including Congress and the Executive Branch. Conducts Congressional breakfasts, receptions, and fund-raisers for friends of the Government services industry. Plans and conducts a political education program for CSA members, which includes communicating with political leaders, becoming involved in campaigns, arranging headquarters and site visits, and contributing to candidates. Responsible for fund- raising and contributions for the CSA-PAC. (Typical member: Senior staff person with Government Affairs and/or Strategic responsibilities.)

Legislative Committee


Plans and implements a proactive legislative agenda. Monitors proposed legislation that could impact the Government services industry. Attends hearings for CSA and tracks investigations and reports that affect the industry. Arranges for action needed to impact legislative developments that affect the interests of the CSA members and the government services industry. (Typical member: Government relations professional)

Procurement Committee


Improves the service contracting environment by addressing procurement requirements that place excessive burden on the Government service contracting process. Ensures adequate and appropriate coverage of service contracting in Federal procurement regulations, specifically addressing the provisions in the Federal Acquisition Regulation (FAR) and FAR agency supplements such as the Defense Federal Acquisition Regulation (DFAR). Reviews policy changes, circular revisions, and other procurement directives as they relate to the Government services industry. Makes recommendations as to actions CSA should take on such issues. (Typical member: Procurement/Contracts specialist)

Business Development Committee


Responsible for identifying and enhancing new markets for the service contracting industry. Goal is to stimulate new opportunities and to improve the overall environment for the private/public business relationship. The committee actively works with other associations, which represent government managers and elected officials, with whom an ongoing dialogue would be mutually beneficial. (Typical member: Business Development Executives)

Professional Development Committee


Develops, plans, and/or reviews programs for timely and affordable educational and professional development needs of the membership and the Government service contracting industry. Explores ways to educate Government contracting personnel in the administration of laws and regulations specific to the industry. Strives to ensure timeliness and high professional content quality of such programs. (Typical member: In-house trainers and HR professionals)

Membership Committee


Probes the services industry for leaders in the contract services field and recruits those leaders for possible membership with CSA. The Membership Committee reviews applications for CSA membership and recommends qualified applicants to the Board of Directors. (Typical member: Senior Manager with broad industry exposure)
