A Brief Timeline of CSA's Involvement with Issues in the Industry
Mid 1960’s
- 1965 -- The National Council for Technical Service Industries (NCTSI) was born
- Service Contract Act was passed
Early 1970’s
- 1971 -- CSA worked to get government agencies to publish their commercial industrial inventories as required by OMB Circular A-76 and to properly implement Circular A-76
- 1974 -- Office of Federal Procurement Policy (OFPP) Created
Late 1970’s
- 1979 -- Eliminate any moratorium on outsourcing
Early 1980’s
- 1980 -- Defeated HR 4717 which would have killed OMB Circular A-76
- 1982 -- Prompt Pay Act was enacted
Late 1980’s
- 1986 -- NCTSI was changed to Contract Services Association of America
- 1987 – Gary D. Engebretson, Named President
- CSA’s Partnership with The Boon Group
- CSA’s Newsletter ServiceScope was created
- CSA-PAC was created
- 1988 -- New committee structure Legislative, Procurement, Membership,
Privatization/A-76 Labor Relations, Public Relations, & Support Services
- 1989 – CSA’s Code of Ethics was adopted
Early 1990’s
- 1990 -- CSA adopts a new membership category – Associate Members
- 1992 – Committee was downsized from 11 to 8 standing committees
- 1994 – Federal Acquisition Streamlining Act
Late 1990’s
- 1996 – Clinger-Cohen Act
- 1997 – FAR Part 15 Rewrite
- 1998 – CSA’s Launches its Website www.csa-dc.org
- Federal Activities Inventory Reform Act
Early 2000
- 2001 -- CSA’s Magazine “Linkage” was launced
- 2002 – OMB Circular A-76 Rewrite
- 2003 – Services Acquisition Reform Act
- 2004 – Gary Engebretson retires after serving 17 years as President.
Christopher Jahn is CSA’s New President
- 2005 – CSA’s 40th Anniversary
