General Acquisition Policy
Contracting procedures represent one of the more difficult government transactions to understand. The government should be more responsive, accessible, and understandable to the public, including government contractors. Improvements in the process and mastering acquisition reform initiatives can help the government get exactly what it wants faster and with fewer hassles. CSA recommends several areas that need to be considered. These would include improved acquisition workforce training; increased public-private partnerships; enhanced sources for centralized contract information; better solicitation information (e.g., definition, clarification, guidance, and completeness); improved pre-proposal process (e.g., better site visits/scheduling); and improved evaluation procedures (e.g., audits of contractors by the government).
CSA addresses many of these issues through its leadership and participation in several coalitions, such as the Acquisition Reform Working Group (ARWG), Industry Logistics Coalition, Council of Defense and Space Industry Association (CODSIA) and the Coalition for Outsourcing and Privatization.
