Labor Relations Committee

A Message from the Al Corvigno, Chairman of the Labor Relations Committee

Welcome! 2007 is already an exciting year for our Labor Relations Committee, and I hope you will become an active part of it.

As Chairman of CSA’s Labor Relations Committee, I am encouraging you, your colleagues and your company to become more active in the committee.

Our committee has earned the respect and reputation of being the finest Labor Services committee in the country. This result has been achieved through our partnering efforts with the Department of Labor (DoL), all of the Department of Defense (DoD) Agency Labor Advisors, various labor organizations and many other federal agencies.

We meet as a committee several times a year.  We know that all committee members may not be able to make every meeting in person, so you have the option of teleconferencing into the meeting.

We have a very aggressive and full agenda for this year. These are some of the issues that we are currently working on that will impact CSA members are:

  • Service Contract Act (SCA) fringe benefit calculation methodology (averaging vs. single rate);
  • Updating SCA Directory of Occupations;
  • Improving the SCA & DBA Training Programs;
  • SCA and their proper use on GSA schedule contracts;
  • Computer professional exemption on SCA wage determinations and
    Stabilizing and improving survey data for SCA wage determinations;
  • Ensuring WDOL.gov remains on line;
  • Receiving DoL's response to several CSA issues on the ASBCA Ruling No. 54449, dated April 2005.

The most recent SCA Training was held on April 30-May 2, 2007 at the Marriott- LAX in Los Angeles, CA.  For those who attended, Presenter David Dempsey (Partner-Holland & Knight) has provided supplemental materials concerning SCA and Procurement Law

 

The Labor Relations Committee has been, and will remain, the catalyst for this type of training.

Health and Welfare Comments

The Department of Labor's Wage and Hour Division is currently reviewing the methodology for determining Health and Welfare benefits under the Service Contract Act and CSA has been asked to comment. As such, we formulated a CSA proposal based on you, our members, suggestions.
