CSA SUPPORTS FPI REFORM BILL
In a letter and formal written statement for the record, the Contract Services Association (CSA) today urged the members of House Subcommittee on Judiciary, Crime, Terrorism and Homeland Security to support the Federal Prison Industries Competition in Contracting Act of 2005 (H.R. 2965). This measure was introduced by Representatives Peter Hoekstra (R-MI) and Barney Frank (D-MA).
CSA said in its statement, “The Hoekstra-Frank bill presents an approach that is rational, allowing the private sector to compete fairly with FPI for all Federal contracts by eliminating the mandatory source requirement that FPI presently enjoys. It will also provide additional opportunities for vocational and remedial education opportunities to better prepare inmates for a successful return to society. CSA believes that both the industry and the Government benefit from fair competition.”
H.R. 2965 enjoys strong bi-partisan support in the Congress, and has generated broad support from the business community and labor unions. A similar measure (H.R. 1829) overwhelmingly passed the House in the last Congress, but was not acted upon by the Senate.
