CSA’S Senior Vice President Appointed to NCMA Board of Advisors
“NCMA made an excellent selection in appointing Cathy Garman to its Board of Advisors,” said Chris Jahn, President of the Contract Services Association (CSA) upon the appointment of CSA’s Senior Vice President, Cathy Garman to the Board of Advisors for the National Contract Management Association (NCMA).
Cathy joined the Association staff in May 1998 where she is responsible for CSA’s legislative agenda in such areas as acquisition policy reform, general procurement policy, small business issues, A-76 & competitive sourcing and depot maintenance. Cathy is co-chair of the Acquisition Reform Working Group (ARWG), the Industry Logistics Coalition and the Fair Competition Coalition. Prior to joining CSA, she spent three years with the National Defense Industrial Association as its Vice President for Government Policy. Cathy also served for several years as a professional staff member on the House Armed Services Committee. She was a key player in the drafting of the Federal Acquisition Streamlining Act of 1994 and the Defense Acquisition Workforce Improvement Act as well as the numerous acquisition policy issues handled in the annual defense authorization bills. In addition, Cathy worked on the House Small Business Committee. A former Peace Corps Volunteer (Philippines), Cathy received her MA from George Washington University and her BA from the University of Wisconsin-Madison. Cathy is a member of the D.C. Chapter of the National Contract Management Association (where she has served on its Executive Committee), Women in Defense and the American Bar Association. She has twice received the “Federal 100” award.
“Cathy brings a wealth of acquisition experience to her NCMA role, which will be beneficial for the association, government and industry” said Larry Trammell, Chairman of CSA’s Executive Committee.
